What a review is actually for
The performance review does three jobs at once. It assesses the work done in the period (backward-looking). It sets goals for the next period (forward-looking). And it creates the documented record the compensation, promotion, and (occasionally) termination conversation all rest on.
Done badly, the review does only one of these and treats it as the whole job. Pure backward assessment without forward goals leaves the employee wondering what to do next. Pure forward goal-setting without backward assessment treats this year as if it didn't matter. The structure should make all three visible.
Outcomes first, behaviours second
Write the outcomes paragraph first. What shipped, what landed, what failed. Plain language. This is the section that anchors everything else; without it, the behaviours paragraph drifts into generic adjectives.
Then the behaviours paragraph. How was the work done? Collaboration, judgement, communication, decision-making. Tied to your competency framework if you have one. Behaviours without outcomes is vague; outcomes without behaviours is shallow. Both matter.
Self-assessment first, manager assessment second
Send the self-assessment portion to the employee before you write the manager assessment. Read theirs first. Yours will be better for it — you'll catch outcomes you missed, behaviours you misread, contributions you didn't see.
This is not a vote-taking exercise. The manager still owns the rating. But the self-assessment surfaces information you'd otherwise miss, and the act of reading it before writing yours reduces calibration bias.
End with a decision and three goals
Every review should end with a decision. The compensation outcome is one decision; the promotion conversation is another; the role-fit conversation is a third. Refuse to close a review without naming the decision the review supports.
Then three goals for the next period. Specific. Time-bound. Tied to team strategy. Three is the right number — five and the priorities blur, one and the role isn't being stretched.
